Ponds, Impoundments and Diversions <br />To control runoff and protect surface water quality, TCC will construct diversion ditches, <br />sedimentation pond and a dugout pond. The Sedimentation Control and Small Area <br />Exemption Map (Map 14) shows the locations of the diversion structures, the sediment pond <br />and the dugout pond. The design and dimensions of the sediment pond are represented on <br />the Sedimentation Pond Design Map (Map 7). <br />The sedimentation ponds have been designed to collect all runoff from the facilities area. <br />The ponds provide a method for meeting the water discharge limitations of the NPDES <br />Permit for operation of the facility. Since no water is used during the operation of the facility <br />except for dust control, the ponds only have to serve as a treatment facility for runoff from <br />the facilities area. The sediment ponds have been designed and constructed to adequately <br />contain and allow treatment as required of runoff from the facilities area. Detailed <br />calculations are shown in Exhibit 9, Drainage and Sediment Control Plan Calculations. <br />The initial phase in the construction of the sedimentation ponds will be to clear all unstable <br />material from the location of the pond embankment. No coal or coal processing waste will <br />be used in the embankment. Any fill material used in the embankment will be selected to <br />exclude the presence of sod, large roots or frozen material. The placing and spreading of any <br />fill material will be started at the lowest point in the embankment foundation. Thin, <br />horizontally continuous lifts will be systematically placed and compacted to final constructed <br />height. <br />The ponds will be examined quarterly for structural weakness, erosion and other hazardous <br />conditions. Maintenance procedures may include mowing or cutting excessive vegetative <br />growth to facilitate inspections and repairs, keeping ditches, culverts and spillways free of <br />debris and removing all combustible material other than mulch and other material required <br />for erosion control and surface stability. Sediment will be periodically removed from the <br />sedimentation ponds to ensure proper function. The sediment removed from the ponds will <br />be placed in the process waste/pond/ditch cleaning storage area shown on Map 5. <br />The maximum amount of material anticipated to be stored in this temporary storage area will <br />be 1500 tons.
