• TCC has constructed coal handling facilities in a manner that <br />minimizes erosion and water pollution. The Emission Permits <br />contained in Exhibit 2 require the implementation of prudent dust <br />control measures to ensure compliance with Rule 4.17. The dust <br />control measures include but are not limited to; 1) water spray <br />bars to maintain specific minimum surface moisture content in the <br />coal stockpiles; 2) restricted vehicle speed; 3) watering unpaved <br />roads; 4) removal of mud, dirt, and coal deposited on paved roads <br />and; 5) revegetation of topsoil stockpiles. See the Emissions <br />Permits in Exhibit 2 for additional dust control measures. <br />Sedimentation control structures such as a pond and diversion <br />ditches were constructed prior to other facilities. At the <br />conclusion of the use of the loadout facilities, all such <br />facilities and structures will be removed, and the area will be <br />graded to the approximate original topography as shown on the Post- <br />Disturbance Topography Map (Map 10). <br />Any haul road access road or other miscellaneous road no longer <br />needed for some future use will be reclaimed. Roadbeds will be <br />rounded and shaped to conform with the adjacent terrain and to fit <br />the adjacent natural drainage restoration standards. At the <br />completion of this regrading, the roadbed will be scarified, <br />• topsoil will be applied, and revegetation completed. The haul road <br />section that extends from the office access road to the coal pad <br />has asphalt and gravel road surfacing which is incompatible with <br />revegetation. During reclamation this material will be placed in <br />the disposal area presented on Figure 2, page 2.05-Sb. <br />The main haul road, from old State Highway 133 to the office access <br />road, will be left as a permanent access to the Terror Creek <br />property. As this road will be a permanent access to the property, <br />topsoil replacement, stabilization, and revegetation was <br />accomplished on side slopes and associated disturbed areas when <br />construction was completed. This road will be left in an as-is <br />condition. No realignment, width reduction or resurfacing will be <br />performed. The road location as shown on the Post-Disturbance <br />Topography Map (Map 10) will connect old State Highway 133 with the <br />access road to the office/house located on Terror Creek property. <br />The final grading in all areas will be done along the contour <br />unless site specific slope conditions would cause a safety hazard <br />to the equipment operator. The final surface configuration will <br />approximate the overall pre-disturbance topography. All disturbed <br />areas will blend in with the undisturbed areas adjacent to the <br />aFfected area. <br />. 2.05 - 9R <br />Rev. 10-13-95 <br />
