RULE 2.03 - APPLICATION FOR PERMIT FOR SURFACE COAL MINING AND RECLAMATION
OPERATIONS: MINIMUM REQUIREMENTS FOR LEGAL, FINANCIAL, COMPLIANCE, AND
• RELATED INFORMATION.
RULE 2.03.1 OBJECTIVE
The objective of 2.03 is to ensure that the Division receives all relevant information regarding ownership
and control Of surface coal mining operations. the ownership and control of the property to be affected by those
operations, the compliance history and status of the applicant and other relevant persons, and other important
informa required in the application.
RESPONSE
Within this permit revision application, Twentymile Coal, LLC, or predecessor companies (TCC) has
provided the CDRMS all relevant information regarding ownership and control of the underground coal
mining operations, the ownership and control of the property affected by those operations, the compliance
history and status of TCC and other relevant persons, and other important information required in this
application.
The permit boundary description can be found in Exhibit 0.
RULE 2.03.2 - RESPONSIBILITIES
It is the responsibility of the permit applicant to provide to the Division a written application to perforin,
su rface coal minina and re operations.
• RESPONSE
With this permit revision application, TCC has provided the CDRMS with a written application to perform
surface coal mining and reclamation operations as defined under Rule 1.04 (132) and Rule 1.04 (133).
RULE 2.03,3 - .FORMAT AND SUPPLEMENTAL INFORMATION
(1) Information in the application shall be current, presented clearly and concisely, and supported by
appropriate references to technical and other written material available to the Division.
RESPONSE
TCC has endeavored to delineate information in this application as clearly and concisely as possible,
consistent with the scope of the regulations. Special care has been taken to support all information by
technical references and other appropriate authorities. A bibliography is included with this application as
Exhibit 2, Bibliography. Special attention has been given during the development of this application to
document all conclusions with sound technical data.
(2) All tests. analyses or surveys carried out pursuant to these Rules shall be performed or certified by a
qualified person.
