RULE 2 - PERMITS
• Lube Storage — Includes Storage Tanks
• Bath House
• Fuel Tanks
• Substations — Internal substations are required facility area, main substation belongs to YVEA
• Pond 002 Pump Facility — facility to remain as permanent as required by the State Engineer's
Office
• Office
• Water Well
• Parking lots, fences, roads, and ancillary structures (including culverts) associated with the
previously mentioned features /structures
• A security building will be constructed at the boundary to the property. The security building
will be a 12 x 40 foot wood -frame structure on a 15 x 45 foot, 4 -inch thick concrete slab.
• A modular bathhouse 24 feet wide and 70 feet long will be placed between the shop and
existing bathhouse. The temporary building will be placed on 9 concrete sleepers poured on 8
foot centers. Each sleeper will be 20 feet long, 2 feet wide and 1 foot deep.
• A pump house at the Wadge Pond will be constructed to pump water out of the pond to the 1
million gallon water storage tank. The pump house will be 20 feet by 30 feet and be
constructed on a concrete slab of the same size 8 inches in thickness.
Mine facilities in the north end were previously bonded under the former Seneca II Mine. On
approval of the PSCM Permit, the performance bond for these facilities and the associated
disturbance areas were transferred to PSCM. A description of those features /structures and the
associated bond amounts are presented in Exhibit 2.05.3 -E1, Mine Facilities (North End) Details.
There will be additional facilities constructed or relocated to facilitate operations. These facilities
include:
Bath House /Septic System - A new bath house and septic system will be installed to accommodate
mine employees. In order to determine the type of septic system required test pits will need to be
excavated just west of the existing bath house /warehouse (see Figure 1). Two pits will be excavated
to a depth of approximately 8'. Soil profiles will be recorded and the pits will be immediately
backfilled and area reseeded.
Replacement Water Well - A new domestic water well will also be required to accommodate the
new bath house in addition to the office facilities. The new well will replace the existing well with a
new pump and chlorination system. PSCM proposes to drill a test hole (755'x 5 5/8 ") approximately
100' west of the existing well to check for a viable source of water. If a viable source is not found
the hole will be backfilled and another nearby location will be drilled.
Replacement Power Poles and Installation of Fiber Optics Line - There is an existing 4,160 kV
line running from the YVEA substation to the Sage Creek Office facilities. The condition of the
poles and associated power infrastructure is poor and currently unable to accommodate needed fiber -
optic lines. PSMC will replace the poles and line and move them slightly east and away from their
current location along Little Grassy Creek. The line would instead run along the haul road. The
existing poles will be removed.
MR -05 2.05 -11 Revision 08/11
