• Revegetation Plan. Following the retopsoiling of an area, straw mulch <br />at the rate of 2,000 per acre will be blown onto the flat surfaces <br />while 4,000 pounds per acre of straw mulch will be used on steeper <br />areas. During the first normal period for planting after the topsoil <br />has been reapplied and the mulch spread, the actual seeding of the area <br />will take place. <br />The proposed seed mixture, as shown in Table 10, Proposed Seed Mixture, <br />contains the diversity essential for ecological site stability. On the <br />areas to be disturbed by the surface facilities, reclamation will take <br />place following the conclusion of mining activities. The revegetation <br />will be conducted during the first normal planting season following the <br />application of the topsoil and the preparation of the site for seeding. <br />The seed mixture to be used is shown in Table 10, Proposed Seed Mixture. <br />The most favorable time of revegetation will be in late September or <br />early October; therefore, the seeding will be done just prior to the <br />season when the probability of moisture is at its greatest. <br />Immediately after the areas have been topsoiled, but prior to the actual <br />seeding of the area, stabilization of the soil will be accomplished by <br />spreading a straw mulch at a minimum rate of 2,000 pounds per acre. The <br />best alternative for this mulch will be a native grass hay. This mulch <br />will not be moldy or rotten. The Bear Coal Company will avoid using <br />cereal grain mulches unless absolutely nothing else is available. If a <br />cereal grain mulch is used, the mulch will be free of weed seeds. <br />If necessary, all haul road and access road embankments will be <br />stabilized by seeding the roughened surface immediately after <br />construction or upgrading. For long-term stability, the embankments or <br />cut slopes will be seeded with a mixture of the perennial grasses shown <br />in Table 10, Proposed Seed Mixture. These areas will be mechanically <br />stabilized by surface roughening treatment and mulch, if necessary, with <br />approximately 4,000 pounds of native grass hay or straw mulch per acre. <br />Following completion of the mining, the access road will be mulched and <br />• seeded with the mixture shown on Table 10, Proposed Seed Mixture. <br />2.05-40 <br />
