Following the removal of the structures, the burial of the concrete <br />• foundations and the removal of the waste coal, dozers or graders <br />will be used, where necessary, to reshape the area to produce a <br />surface similar to the pre-mining topography. Equipment will leave <br />the surface in a rough or furrowed condition along the contour. <br />Smooth compacted surfaces will be avoided to reduce the erosion and <br />subsequent sedimentation problems. <br />The final grading before topsoil placement will be done along the <br />contour by dozers and motor graders. The final surface grade will <br />match the overall approximate pre-mining grade. The proposed final <br />surface configuration is shown on the Existing and Final Contours <br />and Sections Map (Map 12). <br />Topsoil Redistribution Plan <br />Prior to the reapplication of the topsoil, compacted surfaces will <br />be ripped to a depth of at least 12-inches and then smoothed to <br />minimize the mixing of the topsoil and subsoil. The topsoil will <br />be applied in a uniform and stable thickness that is capable of <br />supporting the post-mining land uses. Topsoil will be applied at <br />a minimum thickness of six (6) inches. Following reapplication of <br />the topsoil and the final grading of that material, the topsoil <br />will be scarified with a chisel plow to a maximum depth of four <br />inches, to promote root penetration by alleviating compaction <br />caused by machinery. Chisel plowing the topsoil at greater depths <br />could mix the topsoil with the underlying subsoil or spoil. <br />Due to the fact that much of the facilities area was previously <br />disturbed, topsoil was at premium. Therefore, topsoil and subsoil <br />was not segregated. Although as much as 15 inches of topsoil was <br />salvaged at newly disturbed areas, only approximately six (6) <br />inches is available for redistribution over the total area needed <br />to be reclaimed. Please refer to Exhibit 23, Topsoil Plan for <br />Topsoil Redistribution Details. <br />Wind and water erosion will be controlled prior to seeding by <br />leaving the reapplied topsoil in a rough condition. Because of the <br />sandy soils found in this area, the area will be seeded after straw <br />mulch has been applied. If the seed is drilled first followed by <br />the application and crimping of the mulch, then the seed will be <br />buried so deep that none of <br />• 2.05-39 Rev. 04-30-93 <br />~.~ <br />
