a) Attachment 2.04.9 -10 has been entitled, "2011 Stockpiled Soil Sampling Plan ". In order to
be consistent in the terminology used, please revise the title of this Attachment to read as
follows: "2011 Soil Sampling and Analysis Plan ", and revise the Table of Contents
accordingly.
b) Introductory text is provided on page 2 of this attachment. Please title this page,
"Introduction ".
c) Please consider revising the first paragraph to read as follows: "In a letter dated August 8,
2011, the Colorado Division of Reclamation, Mining and Safety (DRMS) required WFC to
develop a sampling and analysis plan for soil stockpiles and undisturbed soils on the
Morgan property. The following Sampling and Analysis Plan (SAP), has been developed
by Key Agricultural Services, Inc. (Key -Ag) and WFC, in consultation with the NRCS,
OSM, and DRMS, and is intended to satisfy the requirements of that letter.
d) Please consider revising the second paragraph of the Introduction to read as follows: "This
attachment contains the Sampling and Analysis Plan and a map of the proposed sampling
locations (Map 2.04.9 -3). Field data and analytical results will be incorporated at a later
date, when such results become available.
Attachment 2.04.9 -10 was revised as requested in each of the preceding four items.
Responses accepted.
e) Please provide details on the dimensions (footprint and height) and volume (CY) of each
stockpile to be sampled.
In the response, stockpile volumes and dimensions were incorporated into the Key Ag SAP
and onto Map 2.04.9 -3. Response accepted.
3. Key -Ag Sampling and Analysis Plan
a) On the cover page, the "s" is missing from "Fuels ". The spelling error has been fixed.
4. Map 2.04.9 -3
a) Map 2.04.9 -3 has been entitled, "Morgan Property Soil Stockpile Sampling Plan ". In order
to be consistent in the terminology used, please revise the title of this Map to read as
follows: "2011 Soil Sampling Locations — Morgan Property ", and revise the Table of
Contents accordingly.
b) The symbol used to identify the proposed sample points is a large, light pink cross -hair.
The symbol is difficult to see. Please replace the symbol with something smaller, and use a
heavier line weight.
c) The stockpiles are identified with a small font. Please increase the font size, and use
stockpile terminology consistent with that shown on permit Map 2.05.4 -6 Morgan Property
Topsoil Replacement Plan.
d) The limits for which Bench 1 material has been proposed for use as Subsoil Substitute
should be identified on this map, consistent with those shown on Map 2.05.4 -6.
