(h) NA
(i) There will be no explosives used at the Red Rock Pit.
6.4.5 EXHIBIT E — Reclamation Plan
(1)
(f) Description of Deposit
The material is layered sandstone found above coal seam outcrops that has "burned ", thus
providing heat that increases the durability of the sandstone (red rock or scoria). The
thickness of the alteration zone is irregular based on a variety of factors including steepness
of the slope, thickness of topsoil/overburden, the distance above the coal outcrop, etc. The
operator has made a conservative estimate of the final configuration of the area to be
reclaimed, which is shown on the cross - sections on the Mine Plan Map. The "Red Rock"
(also known as scoria) to be mined is heat altered sandstone and shale lying above
outcropped coal seams. The altered rock is a result of rapid weathering (burning) of coal
seams at or near outcrop. The exact extent of the deposit is not known until the rock is
exposed. However, it is expected that at least 300,000 tons are present in the area to be
mined.
The lowest stratum beneath the red rock is a weathered coal seam.
(g) Primary and Secondary Products
The primary product will be red rock. This will be used as road base material. There are no
anticipated secondary products.
No Response Necessary
(2)
(a) The types of reclamation will include retention of highwall slopes of bare rock and flatter
revegetated benches between the slope toe and Routt County Road 53.
(b) The land use in the adjacent areas and the permit area is range land. It is proposed to return
the permit area land use to range land.
(c) The fmal reclaimed configuration will consist of steep backslopes (up to 1 H:1 V) and flatter
bench or floor areas parallel to Routt County Road 53. The steeper slopes, a result of the
fmal excavation, will be left natural (no topsoil) whereas the flatter bench areas will be
covered with the available stored soil/growth medium. See Map 4, Reclamation Plan
(Attachment 4) for the conceptual fmal topography.
(d) Topsoiling - Due to the overall lack of topsoil, there will be no segregation of salvaged soil
material. Soil material/growth medium will be salvaged ahead of mining where available
and if the slope configuration will safely allow the material to be recovered. The salvaged
soil material will be stockpiled for use in the reclamation efforts. The soil material will be
placed by scraper or front -end loader. The depth of replaced soil material will be variable
and depend on the amount of material available for replacement.
3 01/2011
