OBSERVATIONS <br />PERMIT #: M -1997 -065 <br />INSPECTOR'S INITIALS: MAC <br />INSPECTION DATE: October 7, 2011 <br />The inspection was conducted by Michael Cunningham of the Division of Reclamation, Mining and Safety <br />(Division). Jim Striggow, Justin Hamilton, and Steve Monell of Stone Wholesale, Inc. were also present for the <br />inspection. The Brownstone Quarry is located approximately 6.5 miles northwest of Fort Collins, Colorado. The <br />site is permitted for 58.75 acres, with a maximum allowed disturbance is 38.75 acres and the post- mining land <br />use is rangeland. <br />The Division received an Amendment Application for the Brownstone Quarry on August 15, 2011. The <br />Amendment Application is currently under review and the decision date is December 6, 2011. The purpose of <br />the Amendment is to increase the permitted acreage by 3.031 acres for a total permitted acreage of 61.78 <br />acres. The additional 3.031 acres will be added to the northwest corner of the existing permit boundary. To <br />date, the Operator has disturbed approximately 20 acres of the site. <br />Financial Warranty: <br />The Division holds a financial warranty in the amount of $220,000, which is a sufficient amount to reclaim the <br />currently disturbed area. The Division will calculate the required financial warranty as a part of the <br />Amendment adequacy review, any changes to the financial warranty amount will be sent under separate <br />cover. <br />Gen. Compliance With Mine Plan: <br />The active quarry operations are taking place along the western permit boundary, immediately north of the <br />Poudre Canal. The extraction of sandstone is progressing to the east; however, if the Amendment is approved, <br />then mining operations will move north. The Operator has left a ridge along the west side of the quarry to act <br />as a visual barrier from Highway 287 which runs along the west side of the site. The quarry currently has a <br />western and eastern highwall. The highwalls are approximately 750 feet in length and range from 10 to 30 feet <br />in height. The operator has salvaged topsoil and placed it along the top of the eastern highwall for use during <br />reclamation. The majority of the overburden has been placed in a stockpile at the eastern end of the permit <br />area. The material was moved approximately 1,700 feet to the east of the pit, in order to provide the Operator <br />with more room to work in. The overburden will be trucked from its current location when reclamation <br />commences, a portion of the overburden stockpile contains saleable material and will not be returned to the <br />pit. The Division has estimated that approximately 191,000 cubic yards of overburden will have to be moved <br />for use in reclamation. <br />Support Facilities On -site: <br />The storage yard is situated at the entrance of the Brownstone Quarry and contains numerous pallets of <br />dimension stone. In addition, the office trailer, gang saw building, wire saw building, and scale are all located <br />in the storage yard. The Division observed two fuel tanks in the storage yard; both of the tanks had adequate <br />secondary containment. <br />Signs and Markers: <br />The permit sign was posted at the site entrance and the boundary of the affected area was clearly delineated <br />per the requirements of Construction Materials Rule 3.1.12. <br />No observations were made which would prevent the approval of the Amendment Application.
