South Taylor Fill Inspection Certification On October 18, 2011,..'I inspected the area in which the South Taylor Excess Spoil Fill is being constructed. This report covers activities associated with the East Taylor Fill and the West Taylor Fill identified on Map 23A of the approved permit. The purpose of this inspection was to observe status of the fill placement. This inspection is necessary to satisfy the requirements of CDRMS Rule 4.09.10 (la) and Rule 4.09.1 (1 b). Weather conditions were clear and all portions of the, fill were visible. A -A' Underdrain Area: The construction on the entire A -A' underdrain including fabric installation has been completed. The uppermost portion of the drain remains uncovered while the central portion has been covered with fill. The lowermost portion of the drain has been covered to within 100 feet of the inlet of the West Taylor pond. Fill placement continues. Flows through the drain continue to contribute inflow to the West Taylor pond. B -B' Underdrain Area: Underdrain construction is completed and all portions of the drain have been covered. Fill placement continues. As of the most recent topographic data (May, 2011), substantial quantities of fill have been placed over the drain. C -C' Underdrain Area: Underdrain construction is completed and all portions of the drain have been covered. Fill placement continues. The 7800, 7850, and 7900 dump benches are nearly completed and the 7950 and 8000 benches are advancing. In November, 2010, TR -88 was approved to extend the toe of the temporary fill. Further, in June, 2011, a permit change designated as TR -81 was approved to make these changes permanent with the modification of the postmining topography. Design requirements for the spoil pile are addressed in Volume 13, Exhibit 21, Item 1, Introductory Letter. Inspection requirements during construction are further detailed in Volume 12, Section 4.09. I am a Registered Professional Engineer in the State of Colorado and a representative of Environmental Solutions, Inc, P. O. Box 2996, Cheyenne, Wyoming. Being familiar with the Colowyo operation and the coal program permitting process in Colorado, the construction activities related to the East Taylor Fill are in conformance, to the best of my knowledge and experience, as specified in the Introductory pages and the associated report found in Volume 13, Exhibit 21, Item 1 and other applicable requirements of the approved permit documents, a portion of CDRMS Permit C -81 -019. t,0 !
