0 • <br /> The wastewater ponds will be constructed with a double impervious synthetic liner and an <br /> intermediate leakage collection/detection system consisting of a 60 mil HDPE or equal <br /> bottom liner covered with a geonet or hypernet drain blanket and a 60 mil HDPE or equal <br /> top liner. The types of liners to be used will be compatible with the wastewater to be <br /> discharged to the ponds. The liners also will be resistant to degradation from ultraviolet <br /> light. Figure C-8 shows typical pond liner construction. <br /> The pilot plant will have 20 to 25 permanent employees. Domestic wastes from toilets, sinks + <br /> and showers will be disposed via a septic tank and soil absorbtion system. The tank and <br /> system will be designed in accordance with and approved by Rio Blanco County. Current <br /> plans are to install a 1,200 gallon tank which will accommodate an estimated 48 gallons per <br /> person per day. This design flow exceeds the County requirements of 20 and 30 gallons <br /> per person per day without and with showers, respectively. Thus, the tank and soil <br /> absorbtion system will be adequately designed for permanent staff and occasional visitor <br /> use. <br /> Access to the pilot plant site area will be provided via a new access road. The road will <br /> involve upgrading and extending an existing road from the southeastern part of the lease <br /> area. The road will be built taking into consideration Rio Blanco County Subdivision Road <br /> Standards and Specifications (December 16, 1996) and BLM road specifications. For the <br /> first 2 to 3 years of the pilot plant phase of the project the road will be graveled, after which <br /> the road will be paved. <br /> On-site utility corridors will be required for natural gas, power, and communications. Natural <br /> gas will be provided via an underground 3 to 4 inch line. Electricity will be provided from a <br /> 24 kV transmission line to a substation. The substation will consist of a 24 kV fused cutouts <br /> or an oil fitted circuit breaker, a 5 MVA minimum 24 kV to 4,160 V main transformer, one <br /> 1,500 KVA and one 100 KVA 4,160 to 480 V transformer. Communications will be provided <br /> via an underground cable. <br /> D-4.2 OFF LEASE AREA PROJECT COMPONENTS <br /> Natural gas will be provided via a 3 to 4 inch underground pipeline as indicated above. The <br /> gas line is expected to be approximately 4 miles long. It will be routed from either the <br /> Questar or Colorado Interstate Gas (CIG) line in Section 4, Township 1 South, Range 98 <br /> West. The gas line will be routed along existing road right-of-way to the Lease area's <br /> access road.
