(Page 2) <br /> MINE ID # OR PROSPECTING ID # M-99-051 <br /> INSPECTION DATE 7/23/99 INSPECTOR'S INITIALS ACS <br /> OBSERVATIONS <br /> A pre-operational inspection of the Rock School Lease Project was conducted. Pre- <br /> operational inspections for new mining projects are required under Rule 3 .2 (7) of the <br /> Hard Rock/Metal Mining Rules. The following locations were inspected. <br /> 1 . The location of a pre-existing USGS surface water monitoring station in Corral <br /> Gulch was inspected. Corral Gulch is a headwaters stream feeding Yellow Creek and is <br /> up gradient of the Rock School Lease Project. The USGS station is the proposed up <br /> gradient surface water monitoring point in the reclamation permit application. <br /> 2 . The location of the proposed access point from Ryan Gulch Road was inspected. The <br /> project' s access road will follow an abandoned and reclaimed road for the first 2, 800 <br /> feet before turning to the northeast to the proposed plant site. The first section <br /> of the access road will cross private land for which AmerAlia must provide legal right <br /> to enter. <br /> The proposed plant site and related pond locations are staked in the field. These <br /> locations were accessed via the road that follows a BLM water pipeline. <br /> 3 . The raw water storage pond location and the evaporation pond location are in <br /> relatively level sage brush parks with very few trees. <br /> 4 . The proposed plant site location is at the crown of a slope in a pinyon-juniper <br /> forest. The location proposed for topsoil stockpiling is at the west perimeter of the <br /> plant site away from the headwater gulches to the north and west. A raptor nest has <br /> been identified at the west edge of the proposed plant site and was observed during <br /> the inspection. <br /> 5 . The proposed pipeline route between the plant site and the well field was <br /> inspected. Most of this alignment was through sage brush vegetation. However, <br /> portions of the alignment may be modified through consultation with BLM and DOW to <br /> avoid areas of high density tree canopy. The pipeline alignment crosses one <br /> significant drainage. With the responses to the Division' s other issues listed in the <br /> adequacy letter dated 6/18/99, AmerAlia should also address how pipe leaks in the area <br /> of this drainage will be controlled. <br /> 6 . The proposed well field location was inspected. The well field is on a slope with <br /> an east aspect. The topsoil is generally thin with areas of rock outcrop. The <br /> topsoil is derived from weathering of the underlying pebble conglomerate bedrock, and <br /> as a result contains a relatively high percentage of rocks and pebbles. Topsoil in <br /> the well field will be scarce and difficult to salvage relative to the other locations <br /> inspected. <br /> 7 . The location of core hole RS-96-20-1 was inspected. Topsoil from the well pad has <br /> been stockpiled along two sides of the pad perimeter. Halogeton was observed on the <br /> pad and along the pad access road. The presence and potential spread of this weed <br /> infestation should be monitored and control measures implemented as necessary. <br /> 8 . The locations of USGS wells 7a and 7b and well Dunn 20-1 were inspected. These <br />
