JUL.26 '99 2 :03PM DM(GJCT <br />United States Department of the Interior <br />July 22, 1999 <br />Colorado Dept. of Geology and Minerals <br />Attn: Dan Matthews <br />2148 Broadway, #C - <br />Grand Junction, CO 81503 <br />Dear Mr. Matthews: <br />AmerAlia, Inc. has submitted a mine plan for the construction of an experimental nahcolite <br />solution mine and pilot facility on the Rock School Lease in Rio Blanco County, Colorado to <br />the Bureau of Land Management (BLM). Copies of this mine plan are available from <br />AmerAlia, Inc., P.O. Box 1330, Rifle, CO 81650, Telephone (970) 625 -9134. A copy is also <br />available for review at the BL1VI, White River Field Office, 73544 Highway 64, Meeker, CO. <br />AmerAlia's phase one experimental mine plan involves the construction and operation of an <br />experimental pilot plant nahcolite solution mine and associated surface facilities to produce up <br />to 50,000 tpy of sodium bicarbonate for up to a 5 year period. Multiple wells may be used to <br />solution mine the nahcolite. The mining plan being considered involves initially solution <br />mining from alternate production wells. The objectives of the pilot plant are to develop the <br />methods of solution mining and to develop the surface process. If successful, the project <br />could proceed to the commercial phase two operation. <br />The BLM would appreciate your review of this test mine plan and we solicit any comments <br />regarding concerns or suggestions that you would care to makc. These responses will allow us <br />to determine the level of NEPA analysis necessary to fulfill our responsibility as managers of <br />your public lands. <br />Comments should be addressed to Larry Shults, Natural Resource Specialist, Bureau of Land <br />Management, White River Field Office, 73544 Highway 64, Meeker, CO 81641, faxed to <br />(970) 878 -5717 or sent via a -mail to larry_shults@co.blm.gov.
