be demonstrated that water quality does not change significantly over a shorter period.
Provided water quality does vary significantly between seasons, the Operator is advised that
seasonal NPL's might be established. This works for the protection of the Operator and the
groundwater. The response indicates (Attachment 4, section 1.0, 2 par.) that a groundwater
assessment already has been performed showing that water quality does not change
seasonally; TRC (1999) is referenced. Please provide the name of the TRC (1999) reference,
if it already has been submitted to the Division, or furnish a copy to the Division to support
the statement.
6. Attachment 5, Solids Remaining After Evaporation of Process Water. This section lists
major components of the final crystallizer sludge. It is understood that this is the only sludge
or waste that will need to be handled by removal and placement in an off -site facility. It is
also understood that the composition provided identifies only the major components and does
not list any minor components or minor element analyses. The results of full analyses we
understand will be forthcoming upon initiation of operations.
cc: Carl Mount
Jim Pendleton
