The project also must follow the applicable parts of the Hard Rock/Metal <br />Mining Rules and Regulations. <br />3. The Designated Mining Operation (DMO) Classification is based on a <br />projects production of toxic effluent. White River Nahcolite is not a DMO <br />and AmerAlia also will not be classified as a DMO. <br />4. The project staff needs to discuss with Allen Sorenson the lining system for <br />the wastewater ponds. This includes establishing an acceptable leakage <br />rate for the lining system and permeability of the soil under the lining <br />system. A permeability of 10 cm /second was suggested. <br />5. In the application, calculations should be provided to show that the <br />wastewater ponds are sized to contain an emergency discharge (drain <br />down) such as if there is a power failure. <br />6. Topsoil should be removed and stockpiled. The stockpile locations need to <br />be shown on a drawing. <br />7. DMG's Barb Chiaponne will initially review the permit application for <br />completeness. All exhibits, bond issues, notices, etc. must be addressed in <br />the application. The required exhibits for the application were reviewed. <br />8. DMG will require a token $100 bond on the project if BLM is responsible for <br />the bond. However, if BLM is not responsible for the bond, DMG will bond <br />the entire project. <br />9. As part of the application ground water monitoring and other information <br />must be provided to show that aquifers will be protected. A ground water <br />monitoring and protection plan must be developed which includes sampling <br />and reporting plans. <br />10. DMG will establish numeric protection levels for the aquifers and a point of <br />compliance (a well). Thus, DMG and the project need to agree on the well <br />location(s) and aquifers. <br />11. Information needs to be provided in the application on the amount of <br />concrete which will be used in the foundations, road and other information <br />which can be used to calculate reclamation costs. <br />12. The permit application also should include a list of permits /approvals that <br />will be obtained for the project and a copy of the BLM lease /legal right to <br />enter the project property. <br />13. Appropriate signs will have to be posted at the site and a certification of the <br />posting provided to DMG. <br />14. The original gray Reclamation Permit Application Form should be used. <br />The form is included in the previously mentioned application package. <br />15.
