•
Suitable A- horizon material will normally be salvaged in its entirety. However, subsoils that have
superior soil reconstruction and plant growth characteristics will be preferentially salvaged over
inferior quality topsoil. Suitable subsoil materials may also be used to make up short -falls in topsoil
challenged areas. Site specific judgement in combination with soil quality ratings (Table 1 -2 in
Exhibit 1) will be used to determine which soil components should be salvaged. The most suitable
soil reconstruction materials available within the areas to be disturbed will be identified, salvaged,
and stockpiled.
Soil salvage will be accomplished using equipment best suited for the volume of material to be
handled and the physical characteristics of the disturbed areas. Handling of soil materials will be
minimized in an effort to reduce impacts on soil structure. Bulldozers, graders, loaders, haul trucks,
and scrapers may be used singly or in combination in soil salvage operations. To avoid
unnecessary damage to soil structure, handling of soil will be avoided or minimized when soils are
excessively wet or dry.
Salvage operations will not be performed on slopes that are steeper than 2h:1v due to the poor
quality and limited amounts of soils on such slopes, equipment limitations, and personnel safety.
Topsoil on steep slopes generally lacks or has poorly developed A- horizons and O- horizons due to
elevated erosion rates and poor soil - forming conditions. In addition, little or no activity is planned
on steep slopes for the project. .
Most salvaged soils will require storage prior to re- spreading. Salvaged soils will be stockpiled in
designated storage locations as near as possible to salvage and re -use locations. Topsoil
stockpiles for roads and pipeline corridors will be linear and located along and generally up- gradient
of the road or corridor. Stockpiles will be located on stable sites in areas that are not planned for
disturbance and where wind and water erosion potentials are minimized. Stockpile areas will avoid,
or will be adequately protected form, concentrated surface water flows. Where needed, erosion
and sediment control structures such as ditches, berms, and silt fencing will be placed and properly
maintained around the perimeter of stockpiles until vegetation cover is established on the
stockpiles. Such vegetative cover will be established using the seed mixture listed in Table E -1.
Seeding will occur on each stockpile during the first normal planting period (i.e., fall or spring)
following stockpile placement.
G: ILMVN78545 .00ZRedamation1Redame#t.
