certification and methods of abandoning and plugging any wells during a project year <br /> will be pursuant to 40 CFR 146.10 and will be included in the annual report for that year. <br /> 3.c)All above ground process piping will be closely monitored as described in the <br /> Process Monitoring and Containment Plan previously referenced and included in <br /> Attachment 4 to this response. The installation of all well field piping during a project <br /> year will utilize best management practices or techniques and will be certified by a <br /> qualified individual. This certification will be included in the annual report for that year. <br /> Any salvaged pipe will be properly inspected and tested before use, and no pipe found to <br /> be unsound will be used. Documentation of salvaged pipe evaluation will be included in <br /> the report. <br /> Id)Topsoil salvage and protection is described in Exhibit E—Reclamation Plan of the <br /> Application. Topsoil will be salvaged and protected from contamination from process <br /> activities. As shown in Exhibit C and described in Exhibit D of the Application,the <br /> process and well field piping will be traced by a collection ditch or drainage way to <br /> convey any spilled solution to the well field drainage pond. The plant interior is designed <br /> to contain any spilled solutions and convey any spilled solutions to sumps from which the <br /> solution will be conveyed to the holding tank. <br /> 4. Evaporation ponds are no longer part of the Project. The freshwater pond is above <br /> grade and will have no inflow from surface runoff. Specifications for the well field <br /> drainage pond(if constructed), including runoff catchment area, storage capacity, <br /> freeboard, and other pertinent design parameters, will be submitted to the DMG as a <br /> Technical Revision at least 60 days before planned construction of the pond. <br /> 5. As mentioned above in item 3.a)the process(or evaporation)ponds will not be <br /> constructed. The well field drainage pond, or tank, will be constructed in the second <br /> quarter of 2000. At least 60 days prior to construction, a monitoring plan for the leak <br /> collection system, the allowable leakage rate, and corrective action(s)to be taken in the <br /> event of an unallowable leak in the pond will be submitted to the DMG as a Technical <br /> Revision. <br /> 6. Ground water monitoring is a substantial part of the Monitoring Plan which is included <br /> with this Technical Revision as Attachment 4. <br /> 7. Parameters to be monitored,the analytical methods to be used, and the detection limits <br /> for the ground water characterization are included in the Monitoring Plan included in this <br /> document as Attachment 4. <br /> 7.a)Ground water in the Uinta formation will be monitored. Please see Attachment 4 to <br /> this document for specific information. <br /> 7.b)The temperature of the water just above the dissolution surface in the monitoring <br /> well that extends into the pillar among the three production wells will be measured and <br /> reported monthly as part of the Monitoring Plans.
