EXHIBIT E <br />RECLAMATION PLAN <br />E -1 INTRODUCTION <br />This project Reclamation Plan is submitted as part of the Colorado Division of Minerals and <br />Geology (DMG), Regular (112) Operation Reclamation Permit Application Exhibit E. Appropriate <br />reclamation drawings are provided in Exhibit F. <br />AmerAlia is committed to reclaiming all lands disturbed as a result of the activities described in the <br />mine plan for the Rock School Sodium Lease Experimental Project (project). The project is an <br />experimental pilot plant subject to termination or to refinement and process expansion, if <br />commercially feasible. Therefore, this Reclamation Plan (Plan) will be implemented if the project is <br />terminated at the end of the initial pilot plant phase. If the project is refined and expanded, an <br />amendment to the reclamation permit will be submitted to the DMG. <br />The Rock School Sodium Lease consists of public lands administered by the U.S. Bureau of Land <br />Management (BLM). The current land use has primary emphasis on livestock range and wildlife <br />habitat with secondary emphasis on recreation and mineral development. AmerAlia will be required <br />to reclaim the disturbed lands in accordance with the BLM's goal to return the disturbed lands back <br />to these current land uses. <br />Reclamation is composed of several related activities with the end goals of, 1) reducing both short- <br />term and long -term impacts to surface land use, and 2) achieving full bond recovery. These <br />activities in the order in which they will be implemented for the project are: <br />• design each facility component to serve its intended function in the overall process of sodium <br />bicarbonate recovery so as to minimize adverse impacts and the amount of disturbed surface <br />area; <br />• survey and prominently mark the outer limits of the disturbed areas needed for each facility <br />component; <br />• install erosion control measures where necessary before any surface disturbance takes place; <br />• remove and properly handle vegetation; <br />• salvage, stockpile, sign, and protect topsoil — generally segregated according to soil mapping <br />unit and place of salvage; <br />• stockpile topsoil up- gradient/slope whenever possible; <br />G:LLMVN78545.002UieUamation Redame#t.DOC <br />E -1 <br />
