• • <br />properly designed to contain the solution mining fluid or sodium bicarbonate product. <br />Design specifications certified by a licensed professional engineer for those facilities will <br />be provided to the DMG at least 60 days before construction commences. <br />(7)(b) The designated chemicals and associated by- products and sludges will be retained <br />on -site by the above mentioned facilities or will be disposed of in an approved landfill as <br />specified in the Application, the Responses to DMG Comments letter of November 23, <br />1999, and this EPP. <br />(7)(c) No known naturally occurring geological or geochemical conditions exist on -site <br />that would lessen the effectiveness of the environmental protection facilities. These <br />facilities are anticipated to be fully effective in regards to naturally occurring geological <br />or geochemical conditions, altered by the mining and metallurgical process, or otherwise. <br />(7)(d) Monitoring Plans for all aspects of the Project are contained in the Responses to <br />DMG Comments letter of November 23, 1999. <br />(7)(e) Designated chemicals will be contained inside the permit area during mining and <br />reclamation. Please see Process Monitoring and Containment Plan in the Responses to <br />DMG Comments letter of November 23, 1999. <br />(7)(f) As described in the Application, the Responses to DMG Comments letter of <br />November 23, 1999, and this EPP, the sodium bicarbonate will be contained in closed <br />vessels during the entire operation except for the temporary use of the well field drainage <br />pond. This pond would be used for temporary storage of mining solution from the well <br />field pipelines should mining be interrupted for any reason. The pond would also contain <br />any spill from the pipeline and/or well field should a spill of sufficient volume to reach <br />the pond occur. The pond will be constructed using double synthetic liners with leak <br />detection as described in the Application. Design specifications, including volume <br />capacities taking into consideration operational volumes, storm water, and runoff during <br />worst case conditions, will be submitted to the DMG at least 60 days before construction <br />of this facility commences in 2000. It should also be noted that the pond could be <br />replaced by a tank of suitable size and specifications. <br />(8) Groundwater Information <br />(8)(a) Please see Figure C -3 in the Application and Figure 1 in "Surface and Ground <br />Water Monitoring Plan" in the Responses to DMG Comments letter of November 23, <br />1999, for the locations of tributary water courses, wells, springs, and ditches within two <br />(2) miles of the affected lands.
