PERMIT #: M -1977 -572
INSPECTOR'S INITIALS: JLE
INSPECTION DATE: October 5, 2011
time, a significant amount of reclamation needs to be conducted. In accordance with the approved
reclamation plan, the Operator was to have completed reclamation in a phased process, however this did not
happen. In order to ensure the technical revision is submitted to the Division, and the Financial Warranty is
updated, this issue is cited as a problem at the beginning of this report and will require corrective action to be
taken by the Operator.
In addition to addressing the financial warranty increase required for the exposed ground water, the Operator
will also need to provide an updated estimate for the other reclamation activities required at the site such as
grading, topsoil application, seed bed preparation and revegetation. As noted above, a number of buildings
and structures are located at the site and a large amount of old equipment, trash and refuse are stored near
the plant area. The buildings /structures will need to be demolished and removed from the site. Also, the
excess trash and equipment will need to be disposed of. The demolition of these structures and the removal
of the old equipment, trash and refuse will also need to be included in the cost estimate submitted with the
technical revision if this activity is not completed prior to the submittal of the revision.
In accordance with the approved plan, the Operator was to strip and removed soil /growth media and
preserves it for reclamation. The Operator committed to spreading six inches or material over areas to be
revegetated. It is unclear where the growth media /topsoil is stored at the site. The Operator will need to
indicate the amount of topsoil stored at the site and where it is stored on any updated maps submitted a part
of the Technical Revision.
