In accordance with the approved <br />reclamation plan, the Operator was to have completed reclamation in a phased process, however this did not <br />happen. In order to ensure the technical revision is submitted to the Division, and the Financial Warranty is <br />updated, this issue is cited as a problem at the beginning of this report and will require corrective action to be <br />taken by the Operator. <br />In addition to addressing the financial warranty increase required for the exposed ground water, the Operator <br />will also need to provide an updated estimate for the other reclamation activities required at the site such as <br />grading, topsoil application, seed bed preparation and revegetation. As noted above, a number of buildings <br />and structures are located at the site and a large amount of old equipment, trash and refuse are stored near <br />the plant area. The buildings /structures will need to be demolished and removed from the site. Also, the <br />excess trash and equipment will need to be disposed of. The demolition of these structures and the removal <br />of the old equipment, trash and refuse will also need to be included in the cost estimate submitted with the <br />technical revision if this activity is not completed prior to the submittal of the revision. <br />In accordance with the approved plan, the Operator was to strip and removed soil /growth media and <br />preserves it for reclamation. The Operator committed to spreading six inches or material over areas to be <br />revegetated. It is unclear where the growth media /topsoil is stored at the site. The Operator will need to <br />indicate the amount of topsoil stored at the site and where it is stored on any updated maps submitted a part <br />of the Technical Revision. <br />Page 3 of 7 <br />
