October 12, 2011 C- 1980- 007/West Elk Mine RDZ <br />RECLAMATION SUCCESS - Rule 4.15, Rule 3: <br />In the Lone Pine area, no erosion or large patches of weeds were observed. <br />SLIDES and DAMAGE - Rule 4.12: <br />In the slide area southeast of the RPE ponds, equipment was seen excavating material to find bedrock. <br />SUPPORT FACILITIES - Rule 4.04: <br />No problems were observed at the Sylvester Gulch facilities, the train loadout area, the powder magazine (which is <br />surrounded by a locked fence), or the shop /office area. <br />SIGNS AND MARKERS — Rule 4.02: <br />The mine identification signs at the mine entrances were found to be in compliance. <br />Perimeter markers were observed near pond M135 -E, near the NSSA area, and in the Lone Pine area and were <br />found to be in compliance. <br />Stream Buffer Zone markers were observed along Sylvester Gulch and next to the North Fork River. No problems <br />were identified. <br />A marker for the Affected Area boundary was observed near the main mine entrance. <br />TOPSOIL — Rule 4.06 Removal 4.06.2, Substitute Materials 4.06.4(4); Storage and Protection 4.063; <br />Redistribution 4.06.4: <br />Topsoil stripping was not occurring at West Elk Mine during the inspection. <br />Several topsoil piles were inspected and no problems were observed. The topsoil pile for RPE East has been <br />graded and seeded. Erosion blankets will be placed soon, and a marker is in place. The topsoil pile west of fresh <br />water pond 41 is well vegetated and well marked. A topsoil pile was observed at MDW E3 -68 and no problems <br />were identified.
