RE: TECHNICAL REVISION NO. 25 (TR -25) — VEGETATION SPECIES
DIVERSITY STANDARD
KERR COAL COMPANY — PERMIT NO. C -80 -006
The above referenced Technical Revision No. 25 (TR -25) concerns Section
780.18(b), Pages 780 -84a and 780 -84b of the Permit Document and pertains to the
vegetation Species Diversity Standard as applicable to the remaining balance of
unreleased acreage at the Kerr (Marr) mine site and the Kerr Loadout site areas.
Enclosed is a composition on behalf of Kerr Coal Company, by Mr. Kent Crofts of
IME,Inc., Yampa, Colorado, discussing the Species Diversity Standards language
stated in the Kerr approved Permit Document. Based on previous sampling of the
respective Vegetation Reference Areas, we submit that the current diversity standards
in the approved permit are quite divergent from the characteristics of the adjacent
undisturbed vegetation plant communities and therefore enclose herewith, explanation
and language to revise the Proposed Species Diversity Standards we believe to be
more applicable to the adjacent undisturbed vegetation plant communities.
In accordance with Rule 2.08.4, Technical Revisions, the following items are
enclosed with this submittal:

• Technical Revision Form; TR -25;
• Narration of purpose of the Revision (consultant Kent Crofts of IME;
• Proposed Public Notice;
• Revised replacement pages (pages 780 -84a & 780 -84b) to be placed in Section
780.18(b) of the Permit Document;
• Kerr (Marr) Vegetation Map (Map 18)
