October 4, 2011 C-1982-057/Seneca II-W Mine SLB <br /> North area roads and associated ditches were in good condition. Rainfall the night of October 4th caused <br /> the south area roads to be impassible beyond the PM-41)drainage crossing or Pond 016A. <br /> When the Mine Entrance Haul Road was narrowed earlier this year,the operator excavated a surge pond along the <br /> roadway ditch just upgradient of culvert ME2. This surge pond elevation is too low and is causing water to <br /> impound and not flow through the culvert. This structure should either be allowed to silt in to the elevation of the <br /> culvert inlet, or the pond outlet end will need to be lowered to ensure that water does not flow back onto the road <br /> surface. <br /> The Tie-Across Haul Road surface was in good condition. Culvert TAHRC7 still needs to be armored on the <br /> outfall side. <br /> RE VEGETATION Rule 4.15 Vegetative Cover; Timing: <br /> Approximately 100 head of cattle were grazing the north area, including all of the A/B and C/D pit areas, <br /> ponds, and roadways. Grazing was most apparent on the grasses and alfalfa. Areas seeded this year(narrowed <br /> roadways and shop area reclamation)have germinated;grasses were observed sprouting through the turf <br /> reinforcement mat in the shop area. The operator has planted additional shrubs and trees in areas around Pond 006 <br /> and Topsoil Stockpile I. <br /> SLIDES and DAMAGE-Rule 4.12: <br /> Toe drains on the pit ramp slide had not been constructed and will need to be complete before winter sets <br /> in. <br /> Work on the Pond 016A slide remediation was continuing. An excavator was working on PM-2 channel <br /> construction near the embankment of regraded Pond 016A. A bulldozer was grading material from below the <br /> shrub plot and pushing it to Pond 016A. The operator's sheepsfoot compactor had broken down, so material <br /> spreading and compacting was delayed. A scraper was spreading the material around the pond so that when the <br /> compactor was repaired the material would be compacted. It was expected that the compactor would be back on <br /> line late on October 5th. Grading operations below the shrub plot have oversteepened the slope so that it might be <br /> necessary to grade back into the shrub plot for maximum stability. Tension cracks were observed in the upper <br /> slope just below the shrub plot fence. <br /> SIGNS AND MARKERS Rule 4.02: <br /> Permit boundary,mine identification,topsoil stockpile, and stream buffer zone signs and/or markers were <br /> all observed to be appropriately located throughout the site and were in good condition. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> No enforcement actions were initiated as a result of this inspection,nor are any pending. <br /> Number of Partial Inspection this Fiscal Year: 7 <br /> Number of Complete Inspections this Fiscal Year: 2 <br /> Page 3 of 6 <br />
