I. Project Understanding
A. Overall Project Plan
Colorado
MEMORANDUM
To: Katherine Harrison - Rogers, Project Planner
From: Victoria Schmitt, PE
Date: August 8, 201 ]
Subject: Wildcat May Day Idaho Mine Class II Submittal Review — Engineering Comments
The following comments reflect engineering review of materials submitted on May 18, 2011 for a Class 11
land use permit. On the same date, the applicant also submitted materials requesting a variance to road
standards, and planning engineering comments were provided on May 20, 2011. The May 20, 2011
comments have not been addressed; thus, the comments herein reiterate those road comments and provide
additional comments to cover the overall Class II project. Besides the May 20, 201 1 variance comments,
comments were also previously provided on March 24, 20] 1 for the overall class II permit.
Sections I -III (Project Understanding, Engineering Issues, and Review of Current Submittals) of this
document provide an overview of project and review information.
Sections IV -VII (Submittals Requested in Previous Reviews for Road Variance, Submittals Requested in
Previous Reviews for Class 11 Permit, Submittals Newly Requested Based on May 20, 2011 Class 11
Materials, and Concluding Submittal Notes) outline information needed in future submittals. These sections
may be used as a checklist for the next, and hopefully final, submittal.
Access to the May Day Mine Complex is from CR 124 via a private access road of approximately
one mile in length. The first portion of the road is new and unpermitted and the latter part is
historic.
The applicant proposes to have three staging areas along the road to support the project:
1. Adjacent to CR 124 where employees will park, portalets will be available, and fuel, oil, and
chemicals, mine equipment, and emergency equipment will be transferred
2. Near the base of the new unpermitted road and prior to crossing the La Plata River where a
mobile crusher and road construction material would be stored
3. At May Day Level 2 of the mine complex where fuel, potable water, and a portalet would be
located
The mine complex itself incorporates four locations — May Day Level 2 (lowest level), May Day
Level 1 (mid - level), May Day Level 3 ( "the Lamb "), and Idaho mine site. The applicant plans to
extract ore from tunnels or retrieve ore from stockpiles at each of the four locations and process the
PLANNING; DI:P:\In 11:\'r • 970.382.6263 . • 1060 E. 2ND ANT,. • Dlnt. \NGC., CoJ.oR,\Do • 81301
