The mine was shut down in 2008, due to the economy. There are no personnel working at the site, although there is occasional removal of stockpiled aggregates. Such occasional removal of stockpiled aggregates does not move the site towards completion of the mining operation. Mine development has ceased and mining has not recommenced as of this date. Mining operations ceased in the summer of 2008. The reason for the cessation was a poor economy and thus a poor demand for construction aggregates. The applicant plans to reactivate, mining : ope.rations in 2013 in compliance with the mining -and reclamation plans that have been approved (with the possible exception that sand and gravel material may be excavated by dragline or suction dredge as opposed to conventional equipment). During the period of temporary cessation, reclamation performance standards will be complied with. Screening berms have been built and have been seeded. The operation has a grazing lease with a local rancher which helps control weeds. There is a substitute water supply plan in place to replace evaporative losses from exposed _ground water. The site is fenced and has locked gates. No seeding has been done, however there is a sparse grass cover and internal roads are mostly graveled..,
