New Elk Mine <br />QUARTERLY COAL WASTE BANK INSPECTION REPORT <br />CDMR Rules 4.09.1(11) and 4.10.2(2) <br />Mine: NEW ELK <br />Waste Bank MSHA ID. No.: New Development Waste Disposal Area (DWP #2) <br />Inspection Period: Second Quarter 2011 <br />Inspection Date: 6/27/2011 <br />General Description or Reference to Site Plan: <br />The New Developmnent Disposal Area is located south of State Highway 12 and north of the <br />middle fork of thePurgatoire River. Refuse is transported from mining portals and various ponds <br />requiring clean -out for permanent disposal. This is a new disposal area permitted and approved <br />by the Division of Reclamation, Mining and Safey in 2010. No reclamation has been completed <br />Activity During Inspection: <br />Recent compaction testing has indicated compliance with compaction requirements of the approved <br />operation plan. Results of this testing is attached. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction and/ <br />or discharge, integrity of 100 -year 24 -hour drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse side slopes. Positive drainage is established on <br />all areas. Vegetation is well established on previously reclaimed areas. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, slopes, <br />and construction methods). <br />Fill is being placed in two foot lifts and comacted using a combination of dozer travel and loaded <br />loaded haul trucks. <br />Page 1 of 2 <br />
