October of 2011. Appropriate bonding for this winterization will be posted with DRMS prior
to construction.
The stated objective of TR -15 was "expansion of alluvial groundwater extraction systems."
The approved application called for "flexibility with respect to potential future expansion of
the alluvial groundwater capture capacity of the system." Consistent with the intent and
flexibility described in the application for TR -15, Cotter has utilized intensive monitoring
efforts and data evaluations to aggressively develop and implement measures to expand
capture /treatment of alluvial groundwater in order to improve water quality in Ralston Creek
as soon as possible. Treatment system and stream monitoring data indicate that these efforts
have been effective, significantly increasing uranium capture and generally reducing levels in
the creek.
All significant changes to the permitted /affected area resulting from sump /French drain
installations and /or burial of pipeline /electrical infrastructure have been or will be conducted
under the provisions of TR -15. In addition, all sump installations have been properly
permitted through the State Engineer's Office with the Department of Natural Resources.
The requested list of groundwater extraction locations, dates and corresponding Technical
Revisions are as follows:
TR -12
• Historic Sump 1: Retrofitted in late June /early July 2010. Pumping initiated on July
2, 2010. Burial of piping /electrical infrastructure for permanent winterization
performed in conjunction with installation of Sumps 5 and 8 under TR -15.
Voluntary System Expansion Using Existing Facilities
• Historic Sump 4: Retrofitted on August 15 -16, 2010. Pumping initiated on August
16, 2010. Burial of piping/electrical infrastructure for permanent winterization
performed in conjunction with installation of Sumps 5 and 8.
• Historic MW 9: Monitoring well converted to a pumping well on August 18 -19,
2010. Pumping initiated on August 19, 2010. Burial of piping/electrical
infrastructure for permanent winterization performed in conjunction with installation
of Sumps 5 and 8.
TR -15
• Sump 5: Installed on November 3 -9, 2010. Pumping initiated November 11, 2010.
On July 19 -20, 2011, the French drain system for this sump was expanded in the
upgradient direction (to the northwest) by about 100 feet. Accumulated sediments
within the sump were removed on September 23, 2011 and a drill rig was
subsequently used to bore a 30 -inch diameter hole in the bottom of the sump to
increase the total well depth by about 4 feet, about 18 inches into underlying
weathered bedrock. This well modification was permitted through the State
Engineer's Office with the Division of Water Resources. The pump was re- installed
3
