Box 1750 <br />Canon City, CO 81215 <br />g/bz <br />STATE OF COLORADO <br />Rc: DRAFT - Schwartzwalder Mine, File No. M -1977 -300; Technical Revision TR -12 <br />and TR -15, Additional information needed <br />Dear Mr. Whicker: <br />Cotter Corporation (Cotter) recently informed the Division of Reclamation, Mining & <br />Safety (Division) that it had discovered elevated concentrations of uranium in alluvial <br />ground water near what is referred to as the old emergency discharge pond, and that Cotter <br />has since installed a new Sump #10 to intercept and treat alluvial ground water in that area. <br />As detailed below, the Division requires certain additional information to evaluate <br />compliance with the Mined Land Reclamation Act, the Rules and Regulations of the <br />Mined Land Reclamation Board, and with TR -12 and TR -15 pertaining to the installation <br />of sumps in the alluvial fill. <br />Please provide the following information within 30 calendar days of the date of this letter: <br />1) A list of installation dates for all sumps installed pursuant to Technical Revisions <br />TR -12 and TR -15. <br />2) A complete map of all sumps and related features that have been installed at the <br />site. The map must accurately depict the locations of all sumps as built, including <br />locations of all associated pumps, piping and power distribution, whether buried or <br />on ground surface. Also include on the map the treatment discharge outfall, the <br />piping between the treatment plant and the outfall site, and the location of all <br />monitoring wells. <br />3) The total quantity of uranium removed to date by the water treatment system since <br />June 2010, and the quantity of uranium currently being stored on site. <br />4) The current and historical pumping rates from each sump, the current and historical <br />uranium concentrations from each sump, and if available the historical mass of <br />uranium captured by each sump. <br />COLORADO <br />DIVISION O F <br />RECLAMATION <br />MINING <br />— &— <br />SAF ETY <br />John W.
