OBSERVATIONS <br />PERMIT #: M -1988 -048 <br />INSPECTOR'S INITIALS: ECS <br />INSPECTION DATE: October 5, 2011 <br />This was a "pre -op" monitoring inspection for a 112c amendment application for the Carr Gravel Resource site. <br />The inspection was conducted by Eric Scott and Tom Kaldenbach of DRMS. DRMS met with Lynn Mayer - <br />Shults of L.G. Everist and consultant Steve O'Brian of Environment Inc. on -site at approximately 1000. The <br />site entrance is located on the south side of Weld County 126 RD approximately 500 feet east of the Union <br />Pacific railroad tracks on the east side of the Town of Carr. The required postings were present at the site <br />entrance. <br />This site is currently an active 112c sand and gravel operation. The amendment changes the current post - <br />mining land use of the approx. 300 acre process area from rangeland to a rail "trans- loading" area. County <br />approval has already been secured for this change. The current material processing plant will be converted to a <br />mobile plant for the remainder of the site's operation. The active mining at the site at the time of the inspection <br />was occurring near the northeast corner of Section 1 near the center of the site. <br />Only one issue was noted that will need to be resolved for the amendment at this time. As discussed on -site, <br />that is the section of roadway that is currently outside the Carr permit boundary and contained within an <br />adjacent county permit at the south end of the site. There was also one related problem noted as a result of the <br />inspection, and that is that the boundary markers at the south end of the site were not present. The site is <br />adjacent to a Weld county pit, and that boundary needs to be clearly delineated. These markers will need to be <br />replaced. <br />It was noted during the inspection that some of the recently reclaimed areas may need to be re- seeded, and that <br />some areas were in need of weed control — particularly cheatgrass along the roadway and recently disturbed <br />areas. This issue has not been cited as a "problem" at this time. Otherwise, there has been good progress with <br />concurrent reclamation at this site, and the site appeared in general to be well run and in compliance. <br />A recently received comment letter from the State Historical Preservation Office is included here for your <br />review. DRMS strongly encourages cooperation with SHPO whenever possible to identify and preserve or <br />document historical sites. <br />No other issues or problems were noted during the inspection. This concluded the inspection and DRMS left <br />the site at approximately 1130. <br />Page 2 of 3 <br />
