Nor was there any odor of smoldering <br />coal near the west side portal area. <br />HYDROLOGIC BALANCE -Rule 4.05 <br />Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, <br />4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring <br />4.05.13; Drainage — Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br />The sediment pond did not have any standing water in it. The gated valve on the primary discharge pipe <br />was in the closed position. The outlet of the primary discharge pipe and the open channel emergency spillway <br />were clear of debris. The pond's embankment was stable and well grassed. There was considerable vegetation <br />growing at the bottom of the pond. The long collection ditch that leads to the north side of the pond and the very <br />short collection ditch that leads to the south side of the pond had sufficient capacities. The road culvert where the <br />entrance gate used to be was functional, although a little dirt had built up at the culvert entrance. <br />The hillside spring water treatment pond was discharging at about 10 gpm. The discharge water was orange in <br />color but has been found in the past to be in compliance with water quality standards. There appears to be a small <br />leak in the pond's discharge delivery system to the river. The pond discharges through a long underground pipe to <br />a small catchment basin, which empties into a corrugated pipe that leads to the river. The leak may be in the pipe <br />or in the small catchment basin and does not appear to be coming from any spring in the hillside. The leak has <br />resulted in a little ponding in the thick vegetation to the south. The vegetation in this area is very thick so it is <br />difficult to determine the exact problem. By far, most of the discharge is going through the corrugated pipe into <br />the river. <br />The riverside berm was in place and had sufficient height.
