Figure 4 <br />STORMWATER MANAGEMENT PLAN UPDATE <br />BULLDOG UNDERGROUND EXPLORATION PROJECT <br />San Juan Silver Exploration Project <br />Mineral County, Colorado <br />August 20, 2011 <br />DRAFT FOR ACTIVE STATUS <br />C.1 SWMP GENERAL REQUIREMENTS <br />The following document responds directly to the actions proposed by the Bulldog Underground <br />Exploration Project as described in the Plan of Operations Amendment (2011). <br />Part I.B Stormwater Management Plan (SWMP) — General Requirements <br />1. A SWMP shall be developed for each facility covered by this permit. The SWMP shall be <br />prepared in accordance with good engineering, hydrologic and pollution control practices. (The <br />SWMP need not be prepared by a registered engineer.) <br />RESPONSE: Requirement noted. Rio Grande Silver, Inc. (RGS) has used good engineering, <br />hydrologic and pollution control practices at the San Juan Silver Exploration Project and will <br />continue these practices for the Bulldog Underground Exploration Project. The site is currently <br />covered under the CDPS General Permit for Stormwater Discharges Associated With the Metal <br />Mining Industry, Permit No. COR- 010000 ( "Permit "), facility Certification No. COR- 040173. The <br />SWMP will meet the conditions of the Permit for inactive mines (Part 1.C.) until the conditions for <br />an active mine (Part 1.B.) apply, at which time the existing SWMP will be updated, on an ongoing <br />basis, to accurately reflect conditions of the active status. <br />2. The SWMP shall: <br />a) Identify all potential sources of pollution which may reasonably be expected to affect the <br />quality of storm water discharges associated with construction activity from the facility; <br />RESPONSE: The primary source of potential pollution would be from sediment, and this would be <br />generated from ground- disturbing activities associated with roads and drill pads. The secondary <br />source of potential pollution will come from petroleum products used at the maintenance shop <br />and stored at the fuel farm. <br />b) Describe the practices to be used to reduce the pollutants in stormwater discharges <br />associated with construction activity at the facility; and ensure the practices are selected <br />and described in accordance with good engineering practices, including the installation, <br />implementation and maintenance requirements; and, <br />RESPONSE: The following are the soils and erosion control practices to be used at the Bulldog <br />Underground Exploration project: <br />(1) RGS will minimize the area of disturbance for roads and facilities while still providing for <br />worker and equipment safety. All disturbed areas not covered by facilities and all roads <br />will be graveled to reduce the production of sediment and reduce erosion. RGS will locate <br />roads and facilities to avoid or minimize concentrations of surface flow. No wetlands will <br />be disturbed by the proposed action. Concurrent reclamation will be employed on the <br />slopes of the portal bench and access road when areas are available for reclamation. <br />112 East 12 Street P.O.
