RESPONSE: See response to (a) directly above. <br />c) Final stabilization is reached when all ground surface disturbing activities at the site have been <br />completed, and uniform vegetative cover has been established with an individual plant density of <br />at least 70 percent of pre- disturbance levels, or equivalent permanent, physical erosion reduction <br />methods have been employed <br />RESPONCE: RGS will monitor the success of reclamation during the first and second years after <br />reclamation to ensure that erosion is minimized and species re- establishment is occurring. RGS <br />will conduct maintenance on site as necessary to ensure establishment of species. Given the <br />variety of pre - exploration plant densities (see response to (e), Estimate of (existing) Percent <br />Vegetative Ground Cover, in Section C.2, SWMP — Narrative Site Description). Since vegetative <br />plant cover varies from 25% — nearly 100% in the project area, the targeted reclaimed vegetative <br />plant of at least 70 percent of pre- disturbance levels would require a range of post- disturbance <br />reclamation vegetative cover from approximately 18% to 75 %, with average of approximately 46- <br />47% vegetative ground cover, depending on the vegetative communities disturbed. <br />The Division may, after consultation with the permittee and upon good cause, amend the final <br />stabilization criteria in this section for specific operations. <br />RESPONSE: RGS, as appropriate or required, would work with the Division to modify the <br />stabilization criteria. Any such amendments or modifications would need to be reviewed and <br />approved by the Forest Service and the Colorado Division of Reclamation, Mining and Safety. <br />C.6 SWMP CONTENTS — Inspection and Maintenance Procedures <br />Part 1.C.5 Stormwater Management Plan (SWMP) — Contents: Inspection and Maintenance <br />Part I. D.6 of the permit includes requirements for site inspections. Part I.D.7 of the permit includes the <br />requirements for BMP maintenance. The SWMP shall clearly describe the inspection and maintenance <br />procedures implemented at the site to maintain all erosion and sediment control practices and other <br />protective practices identified in the SWMP, in good and effective operating condition. <br />Response: RGS will perform and document the regular inspection of the stormwater management <br />system at the Bulldog Underground Exploration Project, San Juan Silver, Inc. The inspection <br />notes will be kept in a log book, or equivalent, and will be available for review by the CDPHE. To <br />maintain erosion and sediment control practices in good and effective operating condition, RGS <br />will perform appropriate maintenance will be performed, and this maintenance will be noted within <br />the log book. <br />112 East 12 Street P.O.
