The prime <br />contractor will maintain a final SPCC plan and spill kits on site for use in case of a spill. <br />Table 5, Materials and Supplies <br />Note: Stored materials and supplies will be updated once construction has been completed. <br />Or any sites with permit coverage before June 30, 2007, the permittee's SMWP must meet the new <br />SWMP requirements as summarized in Section 11.1 of the rationale. Any needed changes must be made <br />by October 1, 2007. <br />RESPONSE: All activity at the San Juan Silver Project, "Bulldog Underground Exploration <br />Project" has and will take place after June 30, 2007. <br />C.2 SWMP CONTENTS — Narrative Site Description <br />The SWMP shall include the following items, at a minimum: <br />Site Description. The SWMP shall clearly describe the construction activity, to include: <br />a) The nature of the construction activity at the site. <br />RESPONSE: RGS plans a three to five -year underground mineral exploration drilling program in <br />an area northwest of the community of Creede, in Mineral County, Colorado. RGS plans to <br />conduct the exploration drilling by developing an 1800 -2000 foot decline (adit) into the mineralized <br />zone of the Campbell Mountain formation. The project will consist of a decline, portal bench, <br />access road, facility site and evaporation /holding pond(s). Details of the proposed underground <br />exploration program are included in the 2011 Plan of Operations Amendment that RGS submitted <br />to the Forest Service and the Colorado Division of Mining, Reclamation and Safety (DRMS) on <br />August 22, 2011. <br />b) The proposed sequence for major activities. <br />RESPONSE: RGS plans to methodically expand exploration from areas of known geology, <br />structure and mineralization into areas of similar geological characteristics that have potential to <br />host mineralization, e.g., proceed from the "known to the unknown ". With this plan amendment, <br />RGS plans to take exploration underground. During the next 6 — 12 months the decline, portal <br />bench and facilities will be constructed.
