MANAGEMENT <br />On behalf of New Elk Coal Company, (NECC) enclosed is an application for a technical revision <br />to expand the development waste disposal area. <br />Description of Revision <br />New Elk Coal Company permitted the development waste disposal area (DWDA) earlier this <br />year. The disposal area is nearly at capacity. TR -60 provides for the expansion of the DWDA. <br />There is a topsoil stockpile located immediately west of the DWDA. That topsoil stockpile will <br />be moved to the topsoil stockpile located immediately east of the DWDA. The DWDA will then <br />be expanded to the west. The footprint of the DWDA increases 1.4 acres from 3.0 to 4.4 acres. <br />Disturbed and Affected Area <br />There will not be any additional disturbed area as a result of this revision. <br />Exhibit 39 presents the drainage calculations for the expanded disposal area. Figure 2e <br />development waste disposal area routing shows the ditches surrounding the DWDA.
