At 5- <br />foot contour interval, the existing highwalls, mine benches, and cut and fill slopes of the <br />access roads should be evident by the contour lines, but they are not. The existing <br />highwalls and mine benches are clearly evident by the 5 -foot contour lines on Figures D1, <br />D -1 of Attachment D -2, D -1 of Attachment D -3, 0 -1 of Attachment 0 -4, 0 -1 of <br />Attachment 0 -6, D -2 of Attachment D -2, and D2 of Attachment D -6. Rather than <br />existing topography, Figure C -3 appears to show a conceptual topography and does not <br />reflect the detailed topography typically expected from a 5 -foot contour interval. Please <br />provide the basis for the topographic information displayed on Figure C -3. Since Figure <br />C -3 must be revised to address issue 4 above, please rename the revised Figure C -3 to <br />more accurately represent the conceptual nature of the displayed information. <br />Response to Adequacy Issue No. 5. <br />The topographic information displayed on Figure C -3 is taken from an existing <br />USGS map. It is the best topographic information available. Wildcat is submitting a <br />revised Figure C -3 indicating in the title block that the data is USGS data See Ex. 4. <br />Adequacy Issue No. 6. <br />Figure F -1, May Day 1 Reclamation Topography, indicates the near - vertical <br />highwall will be reclaimed to 2H:1 V slope. Preliminary calculations indicate the quantity <br />of backfill necessary to achieve the 2H:1V slope approach 15,000 cubic yards. The <br />Reclamation Plan does not clarify the method of slope reduction. Figure F -1 does not <br />identify any borrow locations for the backfill material. Please identify the locations of the <br />borrow areas for the backfill material. Please clarify the method of highwall reduction to <br />be utilized at the May Day 1, 2 and 3 areas, and at the Chief Portal. <br />Response to Adequacy Issue No. 6. <br />Wildcat will modify Exhibit E to clarify the method of highwall reduction it will <br />use at the May Day No. 1, No. 2 and No. 3 areas, and at the Chief Portal, will be <br />balanced cut and fill. To make this clarification, Wildcat will add the following <br />sentences to the beginning of the last paragraph on Page 3 of Exhibit E: "Wildcat will <br />reclaim the highwalls at May Day No. 1, May Day No. 2, May Day No. 3 and the Chief <br />Portal using a balanced cut and fill method. Wildcat will pull material back from the <br />bench at these locations upslope to form the final grade.
