From: Chris Kamper, CSMB <br />To: Attendees on attached list <br />Date: September 27, 2011 <br />Re: Summary of meeting among representatives of OSM, NRCS, DRMS, and WFC <br />An informal meeting was held at 9:00 a.m. on September 27, 2011, so the parties could share <br />information and preliminary plans in response to the communications from OSM to DRMS, <br />which were forwarded to WFC by DRMS on August 8, 2011. <br />Attendees at the meeting are listed on the attached sign -up sheet. <br />The following items were discussed and tentatively agreed to: <br />1. Sampling and Analysis Plan (draft). Aaron DeJoia, of Key Agricultural Services, Inc., <br />presented the proposed SAP requested by the DRMS letter of August 8, 2011. A draft document <br />was provided to DRMS on September 26, 2011. Discussion included the following: number of <br />sample points to be taken in undisturbed areas; number of samples in stockpiled materials; depth <br />of sampling; methods of sampling; use of composite sample versus use of individual samples at <br />varying depths; endpoints to be sampled for; use of backhoe (to capture rock fragments) and use <br />of probes. <br />Action items agreed to: WFC to submit revised sampling plan and formal Technical <br />Revision application to DRMS by Friday, September 30, 2011. DRMS will share with OSM. A <br />copy of the submission will also be provided to counsel for the Morgan family. The parties will <br />make efforts to conduct the review as efficiently as possible. It was requested that OSM and <br />NRCS representatives be present during sampling conducted on behalf of WFC. <br />2. Prime Farmlands soils on Morgan property. Bob Dunker, of the University of Illinois <br />Crop Sciences program, presented information concerning Prime Farmlands soils. Discussion <br />included the following: mapping done by NRCS (Order 3 ,survey), Intermountain Resources <br />(Order 1 survey) and Peabody (Order 1 survey); soil types on the Morgan property. <br />Action items agreed to: none, informational discussion only. <br />3. Process going forward. It was agreed that the next deliverable is the SAP and TR from <br />WFC. OSM requested a summary memorandum describing the events of the meeting. DRMS <br />requested that TR reference particular PR -06 sections being modified. <br />{00070802.1 } <br />
