Hickenlooper
Governor
Mike King
Executive Director
Dick Wolfe, P.E.
Director /State Engineer
0 T 112011
Mining and Safety
Min
This letter is in response to your letter dated July 28, 2011 on behalf of Connell Resources,
Inc. (Applicant) requesting renewal of the above referenced substitute water supply plan (SWSP) for
the SerFer Pit to cover depletions caused by gravel mining operations in accordance with § 37 -90-
137(11), C.R.S. The required renewal fee of $257 has been submitted (receipt no. 3651654).
This plan seeks to replace depletions resulting from the mining at the SerFer Pit. The
depletions that result from the proposed dry- mining operation include evaporation, dust control,
and water lost in mined product. The Applicant has constructed dewatering trenches to allow for
dry- mining and to reduce the evaporative losses associated with the operation. The water is
pumped to settling ponds before being discharged to the Cache la Poudre River. SerFer Pit
mining operations began in January 2011 and is expected to last approximately 4 years. Once
reclamation•is complete, a lined reservoir will be created and will have a total surface area of
approximately 20 acres. The proposed replacement source is excess credits resulting from a
recharge project at the Timnath - Connell Pit (M- 1999 -050).
This plan describes the water uses from January 1, 2011 through March 31, 2012 for the
SerFer Pit. It is estimated that 184,800 tons of aggregate will be mined during this approval
period, resulting in 2.72 acre -feet of water lost in the mined product, and 1.25 acre -feet of water to
be used for dust control. Gross evaporation at this site is estimated to be 40 inches per year with
an effective precipitation amount of 0.92 feet (11 inches). For the 0.5 acres of ground water
exposed at this site, annual net evaporation is 1.31 acre -feet per year. During the period of
January 1, 2011 through March 31, 2012 the net evaporation is 1.37 acre -feet.
