The existing decant system that extends under the tailing embankment consists of
two concrete-encased steel pipelines. One of the pipelines serves as the intake to the Ute
Park pumps. The second pipeline serves as the emergency spillway for the impoundment in
the event of dangerously high water levels in the water pool. For dam safety reasons
associated with conduits through tailing dams, it is the intent of Climax to abandon and plug
the decant and spillway pipelines. Recirculation of process water back up to the mill would
then be accomplished using the proposed barge pumping system. The flood control impacts
of eliminating the pond spillway will be addressed in this report. The design of the decant
abandonment was performed by URS Corporation and is described in their January 2001
geotechnical report prepared for the Millwater Barge Project.
The PMP design storm that was used in this analysis was developed from a site -
specific hydro - meteorological evaluation performed by Applied Weather Associates (AWA).
A copy of the AWA report is included herein as Appendix A.
Also in support of this analysis, URS Corporation has performed an analysis of the
effects of high water levels in the tailing pond on the stability of the tailings dam. A copy of
the URS report is included herein as Appendix B.
2
