The following table provides details:
R ec l amation Completed' = Regrading, topsoiling and first planting completed for all areas in an
outfall basin (on -going reclamation occurred prior to the year provided in this column). Minor
reclamation (e.g., additional seedings, stream channel and slide repairs) is still in progress in
many areas.
Reclamation bond release for surface coal mines occurs in three phases. Phase I includes
backfilling of the mine pits, regrading and drainage control. Phase II occurs after topsoil
replacement and establishment of revegetation cover that is at least 90% of the reference
area cover. Phase III requires meeting additional revegetation success standards, at a
minimum of tens years after seeding. Final bond release may occur as early as 2017.
Following is a summary of the mining areas that have been released from bonds as of
September 1, 2010.
Mine
Seneca II
Seneca H-W
Yoast
*Prior to the
Mine in 2010.
Disturbed Acres Phase I Released Phase II Released Phase III Released
2295* 95% 53% 0%
1382 53% 0% 0%
849 74% 0% 0%
transfer of a large portion of the permit area to the Peabody Sage Creek
8 and 9: See application form.
10: Attachment A, Surface Water Flow Statistics, provides flow data for the past five
years (April 1, 2006 to March 31, 2011 to be used for this entire application) for all active
discharge Outfalls. Review of this table indicates that all Outfalls except 006, 008, 012
and 016 are intermittent. All outfalls typically flow during the spring snowmelt runoff
and after significant rainfall. Intermittent outfalls typically stop flowing in the late
