We can think of no such reason why such an inspection would be necessary, <br />or what information might be collected to address the issues at hand and would ask that you <br />provide your reasoning for determining that it now must be conducted. <br />Lastly, we are very concerned about the timing of this request and the likelihood that the impacts <br />of winter conditions and snow have not been adequately considered when the ACOE and <br />CDRMS determined that this inspection is necessary. Kerr Coal is very anxious to completely <br />reclaim this site prior to the arrival of winter snow and frozen soils. In all likelihood, delaying <br />this action for several more weeks will result in the complete loss of the 2011 construction <br />season. Is there any way that this site inspection can be avoided or at least moved up to an earlier <br />date?
