September 30, 2011 C- 1981- 008/New Horizon Mine MLT Annual Reclamation Reports, Annual Hydrology Reports, and NPDES Permit and Records, have been moved to the Training Room. Pre -Blast Surveys and older Blasting Records are kept in the mine's Storage Room, located in a third building. • Records for public viewing are deposited at the Montrose County Courthouse Nucla Annex. Available records included a full set of the permit volumes; the TR -60 application; some TR- 57 and MR -78 materials; and an SL -12 binder. BACKFILL and GRADING — Rule 4.14 Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); Steep Slopes 4.14.2, 4.27; Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: • The backfilling sequence behind the currently active pit was clearly visible (Photo 1): lower portions of the pit are backfilled with `Bench 2" material that has been blasted and either pushed by dozer or hauled and dumped by truck. Upper portions of the backfill consist of "Bench 1" material that has been free -dug by the shovel, hauled around the pit, by truck, dumped, and graded. • Western Fuels is carefully monitoring the amount of Bench 1 available for backfilling on the Morgan and WFC parcels, to ensure that approved thicknesses and approximate original contour will be achieved. • The backfilled slope located immediately west of Pond 012 has been recently graded smooth, with furrows following the contour to prevent erosion. EXPLOSIVES — Rule 4.08 Distance Prohibitions 4.08.4; Warnings 4.08.4; Control of Adverse Effects 4.08.4: • Mr. Fry said that a Pre -Blast Survey was conducted for a new dwelling located on the Enstrom (Nancy) property, west of the original house, and further from the permit boundary. • The Division has not yet been provided with a copy of this survey. Please submit a copy of the Enstrom Pre -Blast Survey, in accordance with the requirements of Rule 4.08.2(1) and (3). Mr. Fry said that it is rumored that the ditch will be turned off on October 8th. The "pond run ", by which stock ponds in the area are filled before winter, would be initiated later in the season. • Pond 007 was full enough to be discharging, while the water level of Pond 008 remained low. • Ponds 009 and 012, which are both incised, contained shallow pools of water - too low for discharge to occur, but wet enough that the volunteer cattail populations were thriving (Photo 2).
