Placement of plant growth medium and vegetation will be similar <br />to that for the loading /parking pad. Elevation proposed is 7025. <br />D. Actions in Alternative B: <br />If county approval is delayed or it is not possible to construct the storage shelter in a <br />timely manner, the following reclamation work will be done. Work done will be <br />intended to be permanently sustainable, in case of long -term delays in approvals by <br />Archuleta County. However, the work will be done in such a way to minimize costs of <br />proceeding to complete the construction work at some time after reclamation <br />release. <br />(5) <br />( <br />Same as Alternative A. <br />Future storage shelter area will be left as an open or partially open cove. <br />Sidewalls will be left with excavated vertical or near vertical slopes buttressed <br />by placing and compacting rooting -zone materials at slopes of 0.5H:1 V or <br />flatter (probably in terraces with limited use of cobbles and boulders for <br />stabilization), covered with a minimum of six inches of plant growth medium <br />(if necessary, using cellular filled reinforcement) and planted in annual and <br />perennial grasses. <br />Retaining wall elements will be used as necessary for certain areas (such as <br />entrance and adjacent to access road upper segment, estimated to be 10% <br />of the length, to be determined by a qualified engineer at the time of final <br />excavation. Plant growth medium will used as the surface of the walls <br />buttresses. (This will, among other uses, make it readily available for future <br />construction on the site. <br />Same as Alternative A. <br />E. Specific elements of Exhibit D provided <br />1. The operator will comply with Rule 3. <br />2. (a) There is no overburden to be replaced during the construction process. Only <br />that amount of material (earth) which is necessary to be removed from the site to <br />construct the desired structures and site features will be removed; earth, including <br />plant growth medium, needed to cover the roof of the storage shelter will be <br />retained on -site in separate stockpiles until it is able to be placed. <br />3. (b) Slopes steeper than 3H:1V are proposed; the pre- disturbance slope of the site <br />was near 3H:1 V so this is necessary to allow the project to be built. Final slopes will <br />range from vertical to 1:1, and where possible, 2H:1 V. A variety of techniques <br />(discussed above) will be used to ensure that all slopes comply with the applicable <br />performance standards of Section 3.1. <br />4. (c) Revegetation measures: for the most part, vegetation of the estimated 17,400 <br />SF to be in grass or fortis will be done by hand and with small equipment.
