Application for Reclamation Permit - Schmidt Site - M-2011-014 Exhibits P. 14 <br />6.3.4 EXHIBIT D - Reclamation (Completion) Plan <br />Because this reclamation permit is being obtained pursuant to the construction of certain <br />structures (based on certain assumptions) as discussed in Exhibit D, this reclamation plan <br />is not a standard plan. However, this plan is concerned primarily with ensuring that state <br />and county regulations are met in conformance to the planned future use of the site for <br />which the construction is being done. Technically, this is not reclamation, but a <br />continuation of construction of planned improvements to the site, and completion of <br />major exterior aspects of that construction. Interior construction is not included. <br />A. Proposed Land Use After Completion: <br />The proposed future land use of the site is as a single - family residential lot to also be used <br />for business activities as allowed by Archuleta County planning and zoning regulations, <br />including outdoor and covered storage of vehicles, equipment, and materials. The <br />objective is to make as much of the site usable for these proposed uses while minimizing <br />the amount of materials (such as gravel, retaining wall materials, landscaping soil and <br />cobbles, etc.) which must be brought to the site to complete construction. However, <br />some materials are required to be imported to the site. This is needed as all materials are <br />not necessarily available in adequate quantities all at one time. Therefore, reclamation, <br />like the excavation, will require a flexible schedule, and will be fairly lengthy in nature, <br />estimated at four years. <br />B. Alternatives: <br />To minimize administrative procedures and costs, this plan identifies two distinct situations: <br />A. The preferred course of action, which includes all planned construction of <br />structures, as described in Exhibit C. <br />B. An alternative, in which structures are not constructed in a timely manner, and the <br />site must be reclaimed in a stable manner that allows for construction at some <br />future date. This may be necessary if county approvals are delayed or change <br />permanent use of the site, or if financing is not available as expected. <br />It is understood that in both situations, all State and County requirements must be met. In <br />both alternatives, both portions of the existing road are permanent, "post- reclamation" <br />features to allow access to all parts of the site. There will be some modification from the <br />existing state of these segments, as discussed in Exhibit C and this exhibit. <br />C. Actions in Alternative A: <br />(1) Access road (driveway) and upper access road: These will be constructed as <br />crowned roadways to county specifications for private roads. The lower access <br />road will be constructed to county specifications for commercial roads. The roads <br />will be surfaced with gravel and will include drainage ditches on one or both sides <br />as necessary to control erosion and sediment from runoff, and to provide for <br />drainage of snowmelt, plowed snow storage, and safety. Roads will not be made <br />suitable for all- weather operation until near the end of the project, since <br />excavation and removal of materials from the site will be done only in good <br />weather conditions. <br />(2) Loading /parking pad: The excavated side walls will be constructed with vertical <br />walls varying from two to eight feet in height, above which stabilized slopes with a <br />mixture of vegetation and exposed rock surfaces at 0.5H:1 V or flatter grade will be <br />constructed as necessary to match to existing natural slopes.
