Fairplay — Destiny Placer Mine EA - Socioeconomic and Environmental Justice Report <br />outside the scope of this analysis. However, cumulatively speaking, it appears as though <br />the destiny mine would make up a small proportion of total mining activities in the study <br />area. <br />Environmental Justice <br />Data examined above indicate that environmental justice populations, as defined by CEQ, <br />are not present in the impact area. While minority and low- income populations may exist <br />in the area, the alternatives are not expected to have a disproportionately high and <br />adverse human health or environmental effects on these communities. Evidence suggests <br />that there is no reason to suspect that any impacts will disproportionately affect minority <br />and low income populations. In addition, employment and income contributions of the <br />Proposed Action could support employment and income in the area which could benefit <br />area minority and low - income populations. <br />Mitigation <br />In the case of the Destiny Mine, socioeconomic effects would occur as a result of changes <br />to the conditions of other resources. For example, a decrease in air quality, visual <br />characteristics and recreational opportunities would reduce the amenity values <br />experienced by nearby residents; which consequently would impact quality of life and <br />property values. However, the source of those impacts is the condition of the underlying <br />resources, e.g. air quality. Implementing mitigation measures for those resources would <br />also limit the socioeconomic effects associated with the mine. Therefore no specific <br />mitigation measures for the social or economic environments are recommended. <br />14 <br />
