McClane Canyon Mine Expansion and Fruita Loadout Facility Biological Assessment <br />mulched to promote vegetation, which would result in reduced runoff volume and trap sediment; <br />and 4) a berm would be placed at the toe of the slope and runoff would be treated via the silt <br />fence. Discharge from silt fences would be routed through flexible pipe and outlet directly into <br />the vegetation on the banks of Reed Wash in order to minimize bank erosion. <br />Light Use Roads. Two light use roads would be constructed on -site. Light use road #1 would <br />be constructed on the outside of the rail loop by adding 10 feet in width to the rail loop roadbed <br />to provide access to silt fences, ditches, sediment ponds, and the rail loop. Light use road #2 is <br />approximately 1,500 feet and would provide construction equipment access from 14 Road south <br />of the mainline tracks to the railroad spur, primarily within the Union Pacific right -of -way (1,000 <br />feet). Light use road #2 would be constructed with road base gravel. Run -off from the roads <br />would be directed through silt fences. <br />Truck Dump. The truck dump is incorporated into Haul Road #2 and consists of a concrete <br />and steel structure (60x12- foot). A stacker conveyor would transfer coal from the truck dump <br />under the rail tracks to the coal stockpile. The stacker conveyor is approximately 175 feet long <br />and housed in an 82x8 -foot long diameter corrugated metal pipe. <br />Coal Stockpile. Clean coal would be moved underground from the truck dump via a 4 -foot <br />stacking conveyor and would be stockpiled with a 160 -foot, truss - mounted radial stacker. The <br />stockpile would be located on a previously disturbed area and would contain up to 40,000 tons <br />on approximately 2 acres. A concrete reclaim tunnel would be located under the coal stockpile <br />to collect and transfer clean coal on rail cars via a 6 -foot wide and 562 -foot long loading <br />conveyor belt. Fugitive coal dust would be controlled by use of partial enclosures and watering <br />at all times unless natural moisture is sufficient to control emissions. <br />Loading System. This system consists of a 20x20 -foot structural steel building located over <br />the rail loop. It would stand approximately 120 feet high. Coal would be transferred from the <br />coal stockpile via the reclaim tunnel and loading conveyor. The coal would be batch - weighed <br />and loaded into the rail cars at this location. Propylene glycol would be sprayed on coal and <br />coal cars as a de -icer to minimize freezing during winter months (see Section 4.3.1.3 for further <br />discussion). <br />Sediment Ponds. There would be three (3) sediment ponds (Ponds 1 through 3) constructed <br />within the Loadout Facility. Ponds 1, 2, and 3 are capable of containing a 25 -year storm event <br />plus sediment storage. All ponds would have water pumped into Reed Wash when dewatering <br />is required. Sediment would be removed from all ponds when the ponds are 75 percent full of <br />sediment. Ponds 1, 2, and 3 collect drainage from inside and outside of the rail loop (Pond 1 <br />also collects runoff from the coal stockpile). <br />Topsoil Stockpile. Topsoil salvaged from construction of the Loadout Facility would be located <br />within two topsoil stockpiles on a stable surface within the permit area. An effective cover of <br />non - noxious, quick - growing annual and perennial plants would be seeded or planted during the <br />first appropriate growing season after removal. A berm would be constructed around the base <br />to prevent loss of topsoil from the stockpile. <br />Other Facilities /Utilities. Other facilities that would be located within the Loadout Facility <br />include: 1) a maintenance trailer (40x8 -foot) would serve as a shop, office, and covered storage; <br />2) a 6,000 gallon above ground fuel tank (8x16- foot); 3) an approximate 1,000 -foot power line <br />that would tie into the existing, but extended (by 500 -foot) GVP line; 4) a transformer (8x12 -foot) <br />to supply power to conveyor motors, lighting, and other miscellaneous uses; and 5) a motor <br />control center that would be installed near the reclaim tunnel (8x20- foot). <br />Restoration. After the life of the Project, all railroad and facilities would be removed and areas <br />disturbed by the Loadout Facility would be returned to an industrial and wildlife habitat land use, <br />12 <br />
