This inspection was conducted as part of the normal monitoring process of;the Colorado Division of Reclamation, <br />Mining, and Safety (Division) for permitted sites. The Yule Quarry is a 110cpermit south of Marble, Colorado. Gary <br />Bascom, the operator's representative accompanied the inspector on site. <br />This inspection has two purposes. The first is to follow up effectiveness of stormwater structures constructed last year <br />in response to an enforcement issue. The second is to discuss with the operator the possible changing of the mine plan <br />to include an additional exploration tunnel at an elevation above and to the south of current workings. <br />The mine identification sign and affected area boundary markers are in place and in compliance with Rule 3.1.12. The <br />sign is located at the entrance to the site at the bottom of the hill. Permit boundary markers were noted as t -posts and <br />flagging. <br />The stormwater structures noted above have been tested by near double the amount of winter snow fall in 2010/11 and <br />a wetter than normal spring and summer. The inspector notes that the area in general appears to be drier with less mud <br />and sedimentation accumulations than in the past. The fine marble dust and sediments that once were prevalent were <br />not observed. The road constructed to build and access to the retention basin structures shows little erosion. Seeding <br />has established natural grasses that are helping maintain soil stability. While thin at this time, they are diverse and <br />healthy. All retention basins show signs of water collection and percolation. Areas below outflow pipes are stable with <br />no noticeable erosion. The area where materials were dumped over the steep slope is stable. Vegetation on the mats is <br />minimal and the operator representative notes additional seeding is being contemplated in this area. The main access <br />road is well maintained. The interior stormwater ditch while thin in some areas is directing precipitation to the retention <br />basin as designed. Work is planned to prepare the road and ditch winter in the next few weeks. Overall, the system <br />appears to be working as engineered and the operator is maintaining it as required. <br />Mr. Bascom and the inspector discussed the exploration tunnel area. The area is well within the permit boundaries and <br />will not change the post mine land use. Therefore, the project as described will be a Technical Revision (TR) and not an <br />amendment to the permit. Currently a small staging area has been constructed on a pre- existing waste pile and the rock <br />face cleaned off. The inspector noted to Mr. Bascom that the staging area disturbance was minimal and not an issue but <br />the TR would have to be approved prior to any disturbance of the rock.face.. The TR will require engineering reports and <br />stability analysis prior to any drilling and blasting. Work to finish the staging area can proceed but the tunnel work <br />cannot be started. <br />Underground the inspector observed equipment and crews working on marble blocks. The recent switch to a new <br />parent company has brought in some different mining techniques.
