Box 430 <br />Nucla, Colorado 81424 <br />Dear Mr. Chiles, <br />Office of <br />Mined Land Reclamation Denver • Grand !unction • Durango <br />STATE OF COLORADO <br />M) <br />OCT 03 ZUII <br />Division or Keclamation, <br />Miring and Safety <br />Re: J -Bird Mine, Permit No. M- 2005 -050, Submission of Technical Revision TR -02, review and <br />request for additional information. <br />The Division of Reclamation, Mining, and Safety has reviewed Rimrock's Technical Revision <br />request, TR -02 for the J -Bird Mine. The revision request is to address inconsistencies in regard <br />to the geheral mine plan versus on the ground conditions as noted during the regular inspection <br />conducted on June 28,201 1. Please review and respond to the following: <br />1) The relocation of the portal for.the decline drift is noted. The new location is very close <br />to the original mine plan approved with the permit application. Therefore no issues are <br />noted. Reclamation is noted as to be backfilled. <br />2) The interim operator relocated the portal without Division approval. That portal was <br />noted during the June inspection as being partial backfilled already and th'e process <br />should be completed soon according to the operator. Based on the fact the portal is <br />almost backfilled and will be covered by the waste dump no additional bonding appears <br />to be required at this time. <br />3) The relocation of support structures are noted. The structures are portable and do not <br />affect the Environmental Protection Plan (EPP). <br />4) Topsoil stockpile location verification is noted on the submitted maps. The operator <br />must seed the stockpiles this fall to prevent erosional losses as noted. <br />6) Monitor well reports indicate no groundwater directly below or within the areas to be <br />mined. The locations of Well #2 and 3 are ahead of anticipated mining for an extended <br />time. Well #4 is being classified as a compliance well at this time based on its distance, <br />strike, and dip from planned workings. <br />COLORADO <br />D I V I S I O N O F <br />RECLAMATION <br />MINING <br />— &— <br />SAFETY <br />5) The reconfiguration of the waste piles remains consistent with the EPP and stormwater <br />plans. Rimrock will need to maintain berms and diversion swales as approved to ensure <br />site run -on is directed to the east and all precipitation on site is contained and directed <br />towards the designed retention ponds. <br />John W.
