6.4.5 Exhibit E <br />Reclamation Plan <br />Post - mining land use will be rangeland consistent with surrounding land use and as <br />previously approved by USFS and DRMS. The operator intends to reclaim in 15 acre phases <br />outside the process area. The process area, approximately five acres, will remain consistent <br />throughout the life of mine and will be the last reclamation project. <br />Fifteen acre phases, beginning with the current active site, will be reclaimed <br />concurrent with mining and upon depletion of reserves. Sluice fines, overburden and gravel <br />will be returned to the excavation and compacted with a bulldozer and /or loader. Any pit <br />wall remaining after rebuilding the pit floor will be sloped 3H:1V with the pit edge blended <br />into the natural topography. Stockpiled topsoil and surface material will be spread over the <br />compacted and ripped slopes and reconstructed pit floor to a depth ranging from four to <br />eight inches and compacted for stabilization. <br />Stockpiled topsoil will be appropriately posted and segregated for use in reclamation. <br />In the event the topsoil cannot be replaced on backfill within one year, the stockpiles will be <br />broadcast seeded with a temporary seed mix or chemically stabilized. Topsoil stockpiles are <br />located with the 4.52 acre triangle and north of the process area. Both of these locations <br />are within the affected area but yet not within the disturbance of ongoing mining. <br />The current mine plan does not impact woody vegetation. In the event mining <br />progresses into woody vegetation, woody vegetation may be removed and incorporated into <br />the existing topsoil or areas under reclamation. If this isn't possible, beneficial uses will be <br />pursued to manage the woody vegetation. <br />The buildings and on -site roads will remain after reclamation. <br />Revegetation will occur either in the fall or spring with the following approved grass <br />seed mixture: 20% Mountain Brome, 20% Slender Wheatgrass, 20% Streambank <br />Wheatgrass, 18% Basin Wildrye, 15% Arizona Fescue, 5% Sandberge Bluegrass, 2% <br />Junegrass. Seed will be broadcast at the rate of 40 pounds per acre, mulched with straw <br />and tracked into place with a dozer. In the event mining proceeds into forested areas, <br />seedlings may be planted in accordance with USFS direction. Fertilizer use was not <br />specified by Soil Conservation District or Colorado Department of Wildlife. In the event <br />either party recommends a fertilizer prior to or during reclamation, the Division will be <br />notified. <br />The area designated as "Project Area" is approximately 0.94 acres. The US Forest <br />Service is the surface owner and Mt Phillips Mining Company has mineral claims. The <br />Project Area will be reclaimed according to the following Plan of Operations approved by the <br />US Forest Service on September 8, 2011. <br />Page 6 of 23 <br />Edited September 29, 2011 <br />
