Cotter <br />VIA U.S. MAIL <br />September 28, 2011 <br />Mr. Jim Dupler <br />Division of Reclamation, Mining and Safety <br />Department of Natural Resources <br />1313 Sherman St., Room 215 <br />Denver, Colorado 80203 <br />Re: 112 Hard Rock/Metal Annual Report and Fees <br />Permit M- 1977 -300 <br />Dear Mr. Dupler: <br />Pursuant to Section 34 -32 -116 of the Colorado Mined Land Reclamation Act, C.R.S. 1973, as <br />amended, please find enclosed the 112 Hard Rock/Metal Annual Fees and Report Request and <br />fee payment for the Cotter Corporation (N.S.L.) ( "Cotter ") Schwartzwalder Mine ( "Mine ") <br />Reclamation Permit M -1977 -300. The annual report below provides a summary of Cotter's <br />activities at the Mine during the reporting period (since September 28, 2010). All mining <br />operations at the Mine were discontinued in May 2000. <br />The Mine is located in Jefferson County. It has a total permitted affected acreage of 51.89 acres <br />in Section 25, T25, R71 W, 6PM and Section 8, T3S, R7OW, 6PM. This acreage is unchanged <br />from the previous year (see Figures 1 and 2). <br />Changes to Affected Area <br />Reclamation - Related Activities During Report Period <br />SEP28Z011 <br />Changes within the affected/permitted area for this reporting period were related only to <br />reclamation activities as detailed in the next section. Although the affected /permitted area has <br />not changed, a new map is provided with this report (Figures 1 and 2) to show the locations of <br />current reclamation- related infrastructure within the affected /permitted area, including <br />groundwater monitoring wells, stream sampling /gaging stations, groundwater collection sumps, <br />and the water treatment plant. <br />1. New water treatment facilities were installed to remove uranium from groundwater within <br />the alluvial fill (through Technical Revisions TR -12 and TR -13 to the permit), including <br />refurbishment of an existing water treatment building and installation of an ion exchange <br />water treatment system. <br />Cotter Corporation Telephone (720) 554 -6200 <br />7800 E.
