MANAGEMENT <br />The DRMS' e -mail dated September 27, 2011 transmitted its adequacy response for the <br />referenced minor revision. On behalf of New Elk Coal Company (NECC) following are its <br />responses to the DRMS' comments and concerns. <br />1. DRMS - Is the map provided in the MR -97 application revising a <br />Page /Map /Figure /Exhibit that currently exists in the New Elk Permit? If so, which <br />Page /Map /Figure /Exhibit is being revised? If not, you will need to identify what new <br />Page /Map etc you wish to label the submitted map, and where in the New Elk permit you <br />wish it to be placed. <br />NECC - In order to expedite approval NECC submitted a portion of Map 11. Enclosed is <br />Map 11 Sheet 3 which contains the same information as the sketch. <br />2. DRMS - Please add the proposed new temporary substation /transformer pad to the list of <br />surface facilities in the New Elk Permit (Tablel9). <br />NECC - The new temporary substation/transformer pad as well as the 500' long <br />temporary conveyor and 950 foot long powerline extension were added to Table 19. <br />3. DRMS - The map provided with MR -97 appears to propose the addition of two new <br />radial stackers atop the Refuse Disposal Area. These 2 radial stackers do not seem to be <br />on the existing list of surface facilities (Table 19) nor seem to be shown on the current <br />version of Map 11, Sheet 3, in the New Elk Permit. Are these radial stackers described <br />somewhere within the existing New Elk Permit? If not, does New Elk Coal Company wish <br />to utilize MR -97 as the vehicle with which to approve these 2 new radial stackers? <br />
